Great, you found one in English! So JC and Mell are not there yet, like the first article said.

This news is expected to enthuse hundreds of fans of both beloved actors from the Albanians.

That's what I was wondering too. I guess he is.
JCVD was spotted in France last night, so now we know for sure he isn't in Albania yet.

Ha! Forgot about that. Would be cool if it is Kill Em All 2. The first movie's problem was the edit, but it had a very cool story and cast.

This doesn't mean it's KEA 2 but there is a KEA mention in this article: www.tetovanews.info/2018/07/yjet-e-kinemase-mel-gibson-dhe-jean-claude-van-damme-vijne-ne-shqiperi-per-xhirime/?utm_source=dlvr.it&utm_medium=FacebookTwo Hollywood actors Mel Gibson and Jean Claude Van Damme are expected to come to Albania. Two American cinematic icons will begin filming an action movie. It is learned that part of the scenario will be religious coexistence in Albania. More detailed details on when the shooting starts and how long they will stay in our country will not be disclosed.
The two actors involved have a rich career in international cinematography. About a year ago Jean Claude Van Damme starred in the movie "Kill 'em All" as the role of an Albanian boy who killed his father when he was 11 years old, reports klan.tv . This film was part of Sony Pictures Home Entertainment with Albanian director Pjetër Malota. The arrival of two actors is expected to supersede hundreds of fans who are very fond of in Albania.

I asked someone from Albania about this movie news and apparently the source isn't very reliable. That does't mean it can still be a real project, but like we have seen before (Rizk) sometimes it's only an idea and there are no contracts signed yet.

I think it was a fake rumor because JC is still in France.

I think it was a fake rumor because JC is still in France. Well the last article says they haven't made public when the filming starts and for how long they will be in the country.
